Call to Convention
RESOLVED:
By the Seventh District Democratic Committee at its meeting of January 14, 2022, that:
Due to the prevalence of the covid-19 virus and the spreading illness, therefore, the Seventh CD Convention will be virtual and not in person.
As a result of the current COVID-19 virus public health emergency, it is not possible to vote in-person for Democratic Party of Virginia (hereafter, “DPVA”) Central Committee members to serve for the next term. The Seventh Congressional District Democratic Committee (hereafter, “7th CD Committee”) is committed to implementing a fair and open alternative process for the election of Central Committee members and doing other necessary party business. The 7th CD Committee is therefore opting to hold this process virtually in a similar way that it held the 2020 DNC National Convention delegate selection process.
I. Call to Convention
Pursuant to the authority vested in this Committee by the Virginia Democratic Party Plan (State Party Plan) the Seventh District Democratic Committee (7th District Committee) hereby calls a District Convention to convene virtually at 11:30 A.M., on February 19th. Delegates, alternates and interested guests will be able to view the convention on the internet. Note that only delegates and alternates will be allowed to participate, however.
Delegates will engage in online voting for 30 minutes once voting commences.
This District Convention shall:
Nominate twenty (20) persons, ten (10) men and ten (10) women (or as close as possible) to serve as the 7th Congressional District Democratic Committee and serve on the Democratic Party of Virginia’s State Central Committee starting March 2022 until June 2026 when a new district committee is elected in the spring of 2026. (See Section III)
II. Allocation and Election of Delegates and Alternates
As determined by the Democratic Party of Virginia, the Seventh District Convention shall be composed of delegates and alternate delegates to be elected from Caroline County, Culpeper County, City of Fredericksburg, Greene County, King George County, Madison County, Orange County, part of Prince William County, Spotsylvania County and Stafford County, in accordance with the provisions of this Call. Accordingly, these numbers have been allotted by regions.
Member Regions. The 7th Congressional District shall be divided into five regions that will each be served by four Central Committee members that reside in his or her region and are elected at the Convention. The member regions are as follows:
Nova Region – Consists of all portions of the 7th Congressional District in Prince William County’s Woodbridge, Occoquan, and Coles Districts.
Quantico Region – Consists of all portions of the 7th Congressional District in Prince William County’s Neabsco and Potomac Districts and the Griffis-Widewater District of Stafford County.
Rappahannock North Region – Consists of King George County and Stafford County except for the Griffis-Widewater District.
Rappahannock South Region – Consists of the City of Fredericksburg, Caroline County, and Spotsylvania County except for the Courtland and Chancellor Districts.
Piedmont Region – Consists of all Greene County, Madison County, Orange County, Culpeper County, all portions of the 7th Congressional District in Albemarle County, and the Courtland and Chancellor Districts of Spotsylvania County.

Nominate twenty (20) persons, ten (10) men and ten (10) women (or as close as possible) to serve as the 7th Congressional District Democratic Committee and serve on the Democratic Party of Virginia’s State Central Committee starting March 2022 until June 2026 when a new district committee is elected in the spring of 2026. (See Section III)
II. Allocation and Election of Delegates and Alternates
As determined by the Democratic Party of Virginia, the Seventh District Convention shall be composed of delegates and alternate delegates to be elected from Caroline County, Culpeper County, City of Fredericksburg, Greene County, King George County, Madison County, Orange County, part of Prince William County, Spotsylvania County and Stafford County, in accordance with the provisions of this Call. Accordingly, these numbers have been allotted by regions.
Member Regions. The 7th Congressional District shall be divided into five regions that will each be served by four Central Committee members that reside in his or her region and are elected at the Convention. The member regions are as follows:
Nova Region – Consists of all portions of the 7th Congressional District in Prince William County’s Woodbridge, Occoquan, and Coles Districts.
Quantico Region – Consists of all portions of the 7th Congressional District in Prince William County’s Neabsco and Potomac Districts and the Griffis-Widewater District of Stafford County.

III. Allocation of District Committee Members
The allocation of district committee members, as determined by using a numerical formula derived from delegates numbers in each locality shall be 4 per region as defined above.

These allocations are in effect with the caveats voted by the 7th CD committee as of January 14, 2022, which specifies the conditions for an unfilled slot.
In accordance with the DPVA Party Plan, the State Central Committee delegation must be gender balanced or a close as possible.
In August of 2018, the DNC Rules and Bylaws Committee adopted language to facilitate the inclusion of individuals who identify as gender non-binary, meaning they do not self-identify as either female or male. If gender non-binary individuals file to run for Central Committee member, ballots for Central Committee members shall list all candidates on one ballot and the winners shall be the highest vote getters, achieving as close to parity as possible. If a male/female gender disparity greater than one elected member should exist upon the conclusion of the Convention, the 7th CD Committee shall rectify that disparity though its additional member appointment process.
IV. Pre-filing for Delegate and Alternate Delegates to the CD Convention
- Delegates and alternates shall be elected in accordance with provisions of the State Party Plan and this Call, including gender balance.
- Individuals interested in serving as a delegate or alternate shall file on a form provided by DPVA..
- Should one locality have too many individuals interested in serving as delegates (or alternates) those individuals may be moved and allowed to serve from another locality, within the cd, maximizing participation.
- As long as the total number of individuals filed for delegate is equal to or less than the total allotted to CD 7, everyone filed will be declared elected.
- After moving prefiled delegates and alternates to localities with vacancies, if any locality still has overage, that locality will hold an election at 11:30a on February 19th just prior to the start of the 7th CD convention.
- Pre-filing forms shall be made available by the DPVA electronically
D. Timeline
The pre-filing deadline shall be 5:00 p.m., on February 9th, 2022. Delegate candidates for 7th Congressional Democratic District Conventions shall pre-file with the DPVA. No filings shall be accepted after the deadline.
V. Verification of Caucus Participants.
In the event that more individuals file to serve as Delegate in any one locality than positions available, vacancies may be filled across jurisdictions within CD 7. Example. If 40 individuals file for 50 Delegate Positions in Virginia Beach, and 20 individuals file for 10 Delegate Positions in Northampton, the CD Chair, in consultation with Party Staff, may move the delegates from representing Northampton to representing Virginia Beach. These Delegates would be able to vote how they please at the CD Convention.
All individuals must be registered voters in the congressional district.
VI. Filing for State Central Committee.
Filing for State Central Committee shall be done on the form provided (see attached). The form and check must be received by Abbi Easter, Chair, by February 9th, 2022 by 5p.m. Individuals may file electronically. There will be a $25 filing fee which can be sent by check with the filing fee to Abbi Easter, 2611 Cherrytree Lane, North Chesterfield 23235 or paid through ActBlue and the filing form sent electronically. Only those persons eligible to serve on the 7th CD committee (registered to vote in a 7th CD locality and willing to sign the oath), properly prefiled and in a timely manner will be shown on the ballot.
VII. Voting for State Central Committee Members
The convention will vote on 20 members according to the regional allocation shown above, evenly divided by gender, following DNC guidelines (Section III of this Call). Any ballot with an overvote (by number or gender) will be discarded.
The CD Convention delegates will each be assigned a unique identifying number. That number, along with a link to access the ballot, will be emailed to each delegate. Delegates will click on the link which will first request that they type their specific number in to the space provided to access their ballot. Ballots with an incorrect ID number entered will not be accepted. Delegates will then be able to view their ballot and be able to vote for candidates for DPVA Central Committee members. Ballots with overvotes will not be accepted nor will write in ballots (Eligible candidates must have pre-filed. If a delegate submits more than one electronic ballot, only the most recent one shall be accepted.
Voting will be open for one-half hour.
VIII. Slates
Slates will be allowed. A slate may consist of up to 20 or fewer, following the regional allocations in Section III. Slates must conform to gender balance rules.
Slates must be sent to Abbi Easter at [email protected] by Thursday, February 17 at 5p to be on the ballot. Slates will randomly be assigned color names (no blue!). An individual can only appear on one slate.
The chair will explain slate voting prior to the beginning of voting to ensure no over votes.)
IX. Subcommittee Appointed and Empowered to Act
A special subcommittee consisting of the Chair, Secretary and such other persons as the District Chair shall appoint is empowered to act for and in the name of the District Committee in making additional plans and arrangements and finalizing dates and location for the execution of the resolution and to fill in the blanks of this draft call as time permits.
X. Publication, Affirmative Action, Discrimination Prohibited
The officers and members of the District Committee shall take all reasonable affirmative action to publicize these party activities and retain full participation by all segments of the Democratic Party of the Seventh Congressional District in them. Discrimination on the basis of race, sex, age, color, national origin, religion, ethnic identity, or economic status in the conduct of these activities is prohibited. All Democrats are encouraged to participate in the delegate selection process.
Pertinent parts of this Call shall be publicized in accordance with the Party Plan on the 7th District Website, the Democratic Party of Virginia website and county and city committees’ websites.
XI. Incorporated Documents. All appropriate provisions of the DPVA Party Plan, as those documents have been revised, are incorporated into this Call by reference, and made a part hereof/ Roberts Rules of Order are also incorporated for this Convention.

All candidates for election to the 7th CD Democratic Committee must file by 5p, on Feb 9th, 2022, with Abbi Easter, chair. There is a filing fee of $25.00 made payable to the 7th District Democratic Committee.
Filings will be accepted by mail, in person or electronically. Filing is not considered complete until form and check are received.

Rules
Only properly elected delegates may participate in the Seventh District Convention. Delegates must present themselves on line to have their credentials verified. .
The virtual Credentials table for the Convention will open at 10:00 A.M.
Delegates may be asked to show identification to receive their credentials.
Only those with proper credentials will be allowed to participate in the Convention. Guests (and press) may observe on the internet.
One week prior to the Convention, each local chair shall provide to the Seventh District chair a list of all alternates and delegates elected by that locality as delegates and alternates to the Seventh District Convention. Such list shall include name, address, telephone number and email. The chair of the seventh District will make available a Google Doc for this purpose and county and city chairs are encouraged to use this document.
The Convention will begin promptly at 11:00 am at this zoom link: TBD
The Chair of the convention will be the Chair of the Seventh District Democratic Committee. The Chair will appoint the Permanent Secretary, the Parliamentarian, and a tellers committee of the Convention to assist DPVA in counting electronic votes, if needed.
Prior to the start of the Convention, the Seventh CD chair shall appoint members to the temporary Rules and Credentials committees.
The Credentials committee chair shall present the first report of the delegates and alternates present.
The Temporary Chair will call a recess of the Convention so that each locality may fill their vacancies first with alternates, if needed.
Each local Democratic committee chair shall chair his/hers locality delegation, In the absence of the local Democratic committee chair, each delegation shall caucus to elect its delegation chair.
If a delegate does not pick up his/her credentials by 11:00a, the delegation chair may present a delegate candidate(s) to the delegation to fill the vacancy (ies). The delegation will vote on whether to seat each delegate candidate. Only the delegation chair may present the delegate candidate(s) to the delegation. The delegate candidate(s) must be 7th Congressional District registered voter(s) from the same county or city as the absent delegate, if possible, in accordance with the procedure stated in the Virginia Democratic Party Plan. If no candidate is available from the same jurisdiction, the delegation may elect another registered voter within the Seventh District, as presented by the delegation chair, to fill the vacancy. Delegations do not need to fill their vacant slots. They may decline to vote for new delegate-candidates. At the conclusion of this procedure, the Delegation Chair will report the revised numbers to the Credentials Committee.
The Convention will then reconvene and the Credentials Committee will issue its final report stating the number of delegates and alternates present and eligible to vote. The report shall be voted on by voice vote.
The Rules shall then be presented by the Rules Committee chair and be voted on by voice vote.
The chair will recognize any candidates for Congress in the Seventh CD for 2022 who are present and wish to speak. The chair will also recognize any General Assembly members who wish to address the Convention for 1-2 minutes. No other speeches will be permitted, except at the discretion of the convention chair. Candidate surrogates shall not be allowed to speak.
The ballots shall specify the agreed upon geographic allocation that the seventh district committee approved in its Call (4 members from each of the five regions). The district committee must be 10 men and 10 women, or 9 men and 11 women or 11 men and 9 women. (The four add-ons will be used to ensure balance on the committee, that the 23 individuals are as balanced by gender as possible.) Any ballot marked for more individuals in any geographic locality will be declared invalid. Any ballot marked with more than twenty votes shall also be declared invalid.
In August of 2018, the DNC Rules and Bylaws Committee adopted language to facilitate the inclusion of individuals who identify as Gender Non-Binary, meaning they do not self-identify as either female or male. The 24 elected members of the CD Committee need to be equally balanced by gender, 12 women and 12 men. If an individual who identifies as Gender Non-Binary is elected, the remaining members of the CD Committee shall be balanced by gender; eg. 1 gender non-binary person, 12 women, and 11 men or 1 gender non-binary person, 11 women, and 12 men.
The District Chair will read aloud the names of those individuals who have properly pre-filed for district committee, that is, in a timely manner by 5p on by both submitting the appropriate form and paying the filing fee. Those individuals may wave and be acknowledged as their names are read. There will be no speeches and no campaigning within the convention room.
Voting will take place from the close of speeches to one half hour later. There will be a 30 minute window to vote.. Democratic Party of Virginia Staff will work to facilitate voting electronically. Participants will be sent a unique identification number that they will need to enter for their ballot to be counted. Ballots with an incorrect number entered will not be accepted.
Specific voting instructions will be on each ballot. Ballots will be distributed to all properly credentialed delegates. Any ballot with overvotes will be discarded.
Slates will be permitted. All slates must be presented to and received by Abbi Easter, chair of the Seventh District Democratic Committee no later than , at 5:00 P.M. Slates may be delivered electronically to Abbi at [email protected] or by mail to 2611 Cherrytree Lane, North Chesterfield 23235 or in person. Slates must be in Abbi’s hands by the 5 pm deadline. No late slates will be accepted.
Slates shall be read aloud by the Chair of the convention. Slates will be listed on the ballot, designated by colors. No individual’s name may appear on more than one slate. All slates must reflect the allowed region (with caveats) as prescribed by the Call. Slates may contain fewer than the allotted number of district committee members (20), but no more. Slates with two or more names must reflect gender balance.
Delegates will be instructed by the Chair to vote for no more than 4 individuals, in accordance with the geographic allocation of the Call. Depending on the number and gender distribution in any filed slates, the Chair will give verbal instructions about how to fill out the ballot if a voter wishes to vote for a particular slate.
Ballots will be distributed only to delegates with proper credentials. The Credentials Committee shall ensure that the number of ballots distributed does not exceed the total number of delegates present and voting for each locality and as a whole district as specified in the final report of the credentials committee.
There will be no speeches by or on behalf of any candidate for district committee during the course of the Convention. There will be no campaigning for district committee membership within the convention.
Ballots will be distributed and submitted electronically. Ballots are due by 30 minutes after distribution.
After the above is accomplished, the convention will then recess. The delegates' votes shall be tallied by the DPVA with help from the Tellers Committee. At the conclusion of the tally, the convention shall momentarily reconvene and the results shall be delivered to the Chair of the Convention for public announcement by the Convention Chair. All ballots shall also be secured by the DPVA.
In the case of a tie within a jurisdiction, the winner shall be determined by a drawing of lots by the Convention Chair of the names involved in the tie.
If only the correct number or fewer of candidates, within the allowed gender and geographic distribution, file for the Seventh District Democratic Committee by the filing deadline, the Convention will be cancelled and those individuals will be declared elected. If only the correct number or fewer of candidates, within the allowed gender and geographic distribution, file for the Seventh District Democratic Committee in any region by the filing deadline, that region’s election will be cancelled and those four individuals declared elected.
The person(s), who filed properly for district committee membership with the highest vote totals and with respect to the geographic distribution and its caveats, shall be declared the seventh district 2022 members.
At the close of the convention, the DPVA shall maintain the ballots for a period of thirty days.
The convention shall then be adjourned.
No other business shall come before this Convention.
The agenda of the convention shall be as prescribed in these Rules and in the 2022 Seventh District Call to Convention, as follows:

There will be no speeches by or on behalf of any candidate for district committee during the course of the Convention. There will be no campaigning for district committee membership within the convention.
Ballots will be distributed and submitted electronically. Ballots are due by 30 minutes after distribution.
After the above is accomplished, the convention will then recess. The delegates' votes shall be tallied by the DPVA with help from the Tellers Committee. At the conclusion of the tally, the convention shall momentarily reconvene and the results shall be delivered to the Chair of the Convention for public announcement by the Convention Chair. All ballots shall also be secured by the DPVA.
In the case of a tie within a jurisdiction, the winner shall be determined by a drawing of lots by the Convention Chair of the names involved in the tie.
If only the correct number or fewer of candidates, within the allowed gender and geographic distribution, file for the Seventh District Democratic Committee by the filing deadline, the Convention will be cancelled and those individuals will be declared elected. If only the correct number or fewer of candidates, within the allowed gender and geographic distribution, file for the Seventh District Democratic Committee in any region by the filing deadline, that region’s election will be cancelled and those four individuals declared elected.
The person(s), who filed properly for district committee membership with the highest vote totals and with respect to the geographic distribution and its caveats, shall be declared the seventh district 2022 members.
At the close of the convention, the DPVA shall maintain the ballots for a period of thirty days.
The convention shall then be adjourned.
No other business shall come before this Convention.
The agenda of the convention shall be as prescribed in these Rules and in the 2022 Seventh District Call to Convention, as follows:
- Call to order at 11:00 A.M.
- Pledge of Allegiance.
- Report of the Temporary Credentials Committee, potentially followed by a 5-minute recess to fill any delegate vacancies..
- Introductions and guest speaker(s), as outlined in the Rules
- Report of the Rules Committee.
- Report of the Credentials Committee
- Election of Seventh District Committee members
- Report of the Tellers Committee
- Adjournment
